Former CIA officer sentenced to 30 years in prison for drugging and sexually assaulting women across the country


A man and a woman connected through the dating app Tinder and chatted on WhatsApp before eventually meeting in person for a date.

She brought wine with her bag; they then headed to her apartment in Mexico City.

The woman did not recall yelling from the man’s balcony while naked or having sex with him, which she later told authorities was consensual. This man, Brian Jeffrey Raymond, worked for the CIA and was stationed at the U.S. Embassy in Mexico.

He told investigators he rarely used dating apps, but allowed investigators to search his phone.

It was then that police discovered a series of images and videos of unconscious women not only on his phone, but also on other devices he used. Ultimately, authorities discovered that Raymond had drugged and sexually assaulted unconscious women in several countries.

According to federal prosecutors, Raymond pleaded guilty in November 2023 to multiple sex crimes and admitted to taking hundreds of photographs of unconscious women with his phone. Nearly all of the women in the photos and videos did not recall being intimate with Raymond.

Prosecutors said Raymond stalked his victims over a period of 14 years, from 2006 to 2020, based on dates on photographs recovered from his phone, iCloud account and other devices.

Federal authorities have labeled him a serial sex offender who was eventually found screaming from his balcony that night by an unidentified woman. Police who responded to his home that night said the woman was unable to walk, appeared to be highly intoxicated and later tested positive for cocaine and other drugs. She claimed she had never used drugs and did not remember having sex with Raymond.

During the investigation, authorities discovered that Raymond had attempted to delete photos from his phone, some of which showed him lying in bed next to unconscious women on two occasions. According to court records, Raymond filmed himself touching a woman’s eyelids and fondling her in one video.

Investigators also found that Raymond searched the internet on his devices for information about unconscious women and the side effects of prescription drugs in combination with alcohol. According to court records, those searches included “Ambien and alcohol side effects,” “Ambien dissolves,” “Ambien and alcohol wear off,” and “sedated and gone.”

At sentencing, a federal judge ordered Raymond to pay $260,000 in restitution to his victims. The Justice Department announced that he will also have to register as a sex offender after completing his prison sentence.

As part of the plea agreement, Raymond pleaded guilty to one count each of sexual battery, sexual intercourse, coercion and solicitation and delivery of obscene material. He admitted to using drugs and engaging in nonconsensual sexual acts with four women and having nonconsensual sex with six women. He also admitted to drugging and then creating obscene material in which he drugged 28 women without their knowledge or consent and drugged two other women, court records show.

“While this predator was a public employee, he lured women he did not know into public rental housing and drugged them,” U.S. Attorney Matthew M. Graves said in a statement. The 30-year sentence “ensures that the defendant will be properly branded as a sex offender for life and will spend a significant portion of his life behind bars,” Graves said.

The case was investigated by the U.S. State Department’s Diplomatic Security Service, the FBI, the Department of Justice and other federal agencies.
